Position Summary:

Under the supervision of the Managing Director, Human Resources, this hands-on professional is responsible for overseeing key Human Resources functions. The position manages one direct report (Payroll Administrator) and shares supervision of seasonal interns and agency temps with the Director of Recruitment and Onboarding. It is supported by the HR Generalist when needed. Responsibilities involve heavy ongoing employee and vendor contact and multi-level interaction within the current payroll system (Paylocity).

Please note: This is currently a hybrid position.

Principal Responsibilities:

  • Responsible for day-to-day management of employee benefits administration, payroll process, application of HR policies and procedures, and serving as vendor liaison.
  • Responsible for all aspects of implementation, management, communication, and open enrollment of benefit plans and programs, including health, Section 125 and Section 132 plans, statutory and other insurance, and 403(b) retirement plan.
  • Handle benefits inquiries and complaints to ensure quick, equitable, courteous resolution. Communicate with and act as liaison between insurance companies, employees, beneficiaries, medical facilities and health care providers to facilitate proper and complete utilization of benefits for all employees.
  • Responsible for accurate reconciliation and timely payment of benefits-related and other HR-related invoices.
  • Coordinate with organization’s COBRA administrator to ensure timely and accurate transmission of appropriate information to COBRA eligible employees and separated employees. Monitor COBRA billing and remittances.
  • Oversee and participate in maintenance of HRIS and benefits-related databases.
  • Prepare and execute, with legal consultation, benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Instruct insurance carriers, trustees and other administrative agencies outside the company to effect changes in benefits programs. Ensure prompt and accurate compliance.
  • Assure company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act. Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Review and analyze changes to state and federal laws pertaining to HR and employee benefits, and report necessary or suggested changes to management. Coordinate company benefits with government-sponsored programs.
  • Develop benefits information and statistical and census data for actuaries, insurance carriers and management.
  • Collect workers compensation incident reports and report claims to carrier, coordinate submission of all necessary documentation, facilitate audit. Complete required OSHA documentation and report as necessary.
  • Interpret and administer leave programs and policies in accordance with applicable federal, state and city employment laws.
  • Participate in developing department goals, objectives and systems. Recommend new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  • Stay abreast of changes in federal, state and local HR-related laws and regulations.
  • Participate in staff members’ onboarding and changes of status processes.
  • Facilitate employee departure process.

Qualification:

  • Bachelor’s degree
  • Five (5) years of experience in benefits administration & HR
  • Payroll management (Paylocity strongly preferred)
  • Computer literacy
  • HR Certification preferred
  • Additional languages helpful
